Colorado Parks and Wildlife, as their name denotes, is responsible for the management of their respective state's public park system and wildlife. One of their boats had an accident and they wanted a little something to commemorate the event. It's unclear if whether or not there was any direct correlation but it wasn't too long after that the return to order hoodies for their boating instructors.
